Yard debris on private property.

I have observed many owners dumping their palm fronds and such onto the public right of way and not disposing of it into trash cans or sending it to the dump. Now I can fully respect not burning it; but do not dump it by the side of the road and expect your local trash service to pick it up. They are lucky if they get the trash that fell by the wayside after their early morning pickup. Are you insensitive to your neighbors? Right across the street from me there is a gentleman that performed needed land maintenance a year ago and his crap is still there. How would you like to walk your daughter in a stroller and get bitten by a snake that was living in that disrespectful haven???
